Yes, the behavior has changed, and is documented in the man pages, as well as a flag day e-mail. http://mail.opensolaris.org/pipermail/pkg-discuss/2010-August/024045.html This project is still in development, and Shawn has made great changes to get the on-disk format working. Part of that change was a change to how the publication tools create the index files.
