Yes, the behavior has changed, and is documented in the man pages, as
well as a flag day e-mail.

This project is still in development, and Shawn has made great changes
to get the on-disk format working.  Part of that change was a change to
how the publication tools create the index files.  The behavior that
you're seeing is expected and documented.

It would help repo iso image users that are not subscribed to pkg-discuss if this behavior change was also mentioned in the README delivered with the iso images (the b147 README does not document this change).
