There is no OSBL license action in the delivered package:

The 71 byte "license" corresponds to the "cr_Sun" file which is really the
Copyright Oracle line shown above.
Most licenses for code which Oracle controls the license terms are not included
in the Oracle Solaris Express packages directly, so that the packages don't need
to be rebuilt with different license terms depending on if you licensed it via
the Oracle Technology Network free/limited-use evaluation license, a full-use
Oracle Support Contract license, a RTU bundled with Oracle hardware purchase
or as part of a larger system such as Exadata.
