This seems like an ON issue:
$ pkg contents -r -t license -o action.raw cpqary3
ACTION.RAW
license a8c4507c0abeaa04fa24adda980a2558890c0249
chash=4636ad2345de0ab201674162c134796f8f1ecb72 license=driver-storage-cpqary3.l
pkg.csize=88 pkg.size=71 variant.arch=i386
I'm not at all sure where "driver-storage-cpqary3.l" comes from, but that's
pretty clearly what's in the package manifest. Perhaps a transform gone
awry? I see this also in system/zones:
$ pkg contents -t license -o action.raw system/zones
license a8c4507c0abeaa04fa24adda980a2558890c0249
chash=4636ad2345de0ab201674162c134796f8f1ecb72 license=system-zones.l
pkg.csize=88 pkg.size=71
So clearly something's off. Looks like this started in build 148.
