Yep, I was puzzled by that too: it's bug for bug compatible with the way
that we were previously using dep.attrs[paths_prefix] and self.run_paths
in pkg.flavor.PublishingDependency vs. pkg.publish.dependencies - the
same was true for self.base_names and dep.attrs[files_prefix]

Looks like direct access to the member variables is only done inside
PublishingDependency methods, whereas everything else uses the attrs.
