Languages for ON manpages can grow as well.
Top-level facet categories (locale, doc, devel, and platform)
listed in the facets.txt are orthogonal each other.
There'll be more actions with multiple facet attributes.
It seems better to treat that if an action has multiple facet
attributes (with different toplevel facet categories) the action
is selected only when all of them are selected by image's facet
configuration.
