When a package is created it must have some license txt with a description containing a url, in our case. I currently have no text set for the license text. As time progresses the License changes and the new packages need to point to a new license. I would like to not incur another test cycle. The solution below will work but requires that I run another test cycle or come up with some other script to verify that all that was changed was the license file. I think the answer is for me to determine if I need to run another test cycle.
