You'd have to be more specific about what you want to change and/or why.
When a package is created it must have some license txt with a description
containing a url, in our case. I currently have no text set for the license
text. As time progresses the License changes and the new packages need to
point to a new license. I would like to not incur another test cycle. The
solution below will work but requires that I run another test cycle or come up
with some other script to verify that all that was changed was the license
file. I think the answer is for me to determine if I need to run another test
cycle.
If you want to verify that the only thing that changed was the license,
you can use pkgdiff. Obviously, you'll need to ignore the fact that the
'set name=pkg.fmri' changed as well.
