18018 ro_data directory should only be copied in for tests which need it
This webrev makes it so that a different base port can be set for each
instance of the test suite. I believe this also allows multiple
instances of the test suite to be running at the same time (assuming
they set base ports sufficiently far apart), it certainly removes the
issue of port collisions. I've been running this suite in parallel when
working on other projects over the past couple of days and haven't
encountered any failures.
