Bugs:
18326 imageconfig should cope with running pkg operations as an
unprivileged user
18343 pkg publisher pub is broken when pub is a system publisher
This webrev fixes the issue with running pkg without privs in an image
which uses the system-repository. It also cleans up the problem with pkg
publisher so that the test suite passes test_01_basic test in the
t_pkg_sysrepo suite.
