OK, I can edit my local nightly build area to include the changes, and
validate them when you do the 172 resync.

I believe you're seeing that as you're doing the build on a nightly 171
system. I'm not seeing it on my build 170 system.
Note that I am updating external_deps.pkglintrc as part of my 171
resync but that's to account for one of the manifest changes I'm making
to developer/opensolaris/pkg5.
I'm likely to resolve the ones you reported when I'm doing the 172
resync.
