Your analysis seems correct. Modifying the external_deps.pkglintrc file
to add the "-26" versions of all packages that we're complaining about
would be the right thing to do.
I'd rather not cause a build machine flag-day to require everyone to
upgrade to 171 by taking the old entries out though - they shouldn't
cause any harm.
