What percentage of release notes are created after the final build of
packages, during the final testing? I don't think we would consider
respinning a package just to add release notes, so we would end up with
a "mixed bag" of some release notes that are part of the installation
and some which are still in a documented "READ ME FIRST" format.

We had not considered such as release notes; at least, I had not.

or only if this was the initial install of the entire system?
Initial reaction is both, initial install of a package and initial
install of the entire system.
The problem is that for this to work, this type of release note needs to
be in the package being installed; otherwise it doesn't change,
and won't show up in the actuator list and thus won't get
displayed.
If this is an acceptable constraint, we can make this work:
release-note=pkg:/feature/package/self@0
which we can special case to trigger display only on installation
if no previous version of the package is installed.
Sounds okay. My only concern is that when installing a brand new
package (as opposed to initial system install) we potentially get
a lot of information displayed by default.
Will there be times when doing the first time install of a package
(as opposed to a system install) when we don't want the release
note information displayed ?
o when installing it with multiple other packages ?
And so would it be fair to say for initial package install
do one thing and then for system install another (but then
how we differentiate between the two install paths).
Therefore maybe this should be constrained to just system
install time.
