Thanks much for taking a look and finding the cause of this so quickly.
I grabbed the fix out of 7165703 and seem to be able to make progress
again.
I filed
7165703 onu cannot uninstall entire
with a targeted fix; that said, another bug fix fixed the
overall issue and that went in this morning.
