No, I don't have. I thought if there's another such category may
be added in the future (or there's already being used), facets
in locale and the category will have problem if only "all" and
"true" are available values.

Current proposal is sufficient to me if either of these is the case:
- there's possibility to have such category added in the future
  but in that case the mechanism will be enhanced to allow
  smaller scopes of OR
- locale will be the only category who uses OR inside

The facet namespace was really only meant to make wildcarding and setting 
facets easier; not for controlling client filtering.

If the locale facets are the only ones we want to OR, then it would seem that 
the proposed scheme is sufficient.

Yes I know that's sufficient if locale is the only facet uses OR
inside.
