Basically, you need to make a stopover at sru10 (or later) on the way to s11.1. 
  The upgrade
ISO provides that for customers that don't have access to a support repo.

Either upgrade using the upgrade ISO (which will take you to an sru10 build) 
and then repeat using the
s11.1 ISO or throw both into a repo ( which is what I did for my release repo) 
and perform
the two steps listed in the document above.

Or, even less work, use the public release repo
