The concept of "Debian Maintainers" is explained at http://wiki.debian.org/Maintainers (And yes, all this terms are confusing: to become DD you have to go through the "New Maintainer" process, you can just be a package maintainer or a "Debian Maintainer", if you become a DD you get a mail titled "New maintainer ..." and so on.)
