Just for the record, that's the package revision. That does is specific to the package and does not need to be in sync. The libgdal-grass package requires that it's the same GDAL upstream version, 2.4.2 in this case. The package revision is incremented every time packaging changes are published, this revision is reset when the upstream version changes. Backports have an additional revision to indicate which package revision they backport to another distribution. If there is only a packaging change for the backport, e.g. to fix merge conflict, the backport revision is incremented (~bionic1 -> ~bionic2 in this case, or ~bpo10+1 -> bpo10+2 for buster-backports).
