Use dbconfig-common to create the database instead of shell commands
which are not guaranteed to be installed via the dependencies.

Users are likely to object to having the database locally, which
dbconfig-common they can instruct debconf to use a remote server.

It's also still using /var/lib instead of /var/cache for the tiles.
