Policy does in 5.2: it defines a list of fields in the source package
stanza. Description: is not part of that list.
dpkg supports this since 1.19.0 as documented in deb-substvars(5).
I don't read any man page or dig into all bugs before accepting a package.
I rely on the contents of the Debian Policy document. Unfortunately today
I had to learn that this is an unreliable source of information.
End of 2021 it was requested in #998165 that Description: should be
allowed. Sadly work on this bug was stalled and the change doesn't make
it into policy. So blame this REJECT on the idle policy editors.
