Policy does in 5.2: it defines a list of fields in the source package
stanza. Description: is not part of that list.
Thankfully it doesn't explicitly forbid other fields, which leaves the
option to introduce new fields which don't immediately violate a MUST
directive.
dpkg supports this since 1.19.0 as documented in deb-substvars(5).
I don't read any man page or dig into all bugs before accepting a
package. I rely on the contents of the Debian Policy document.
Unfortunately today I had to learn that this is an unreliable source of
information.
End of 2021 it was requested in #998165 that Description: should be
allowed. Sadly work on this bug was stalled and the change doesn't make
it into policy. So blame this REJECT on the idle policy editors.
Good to have this cleared up. I've reuploaded the package to NEW.
