My guess is that use none of the executables, and only need to install
the postgresql-9.5-postgis-2.2 & postgresql-9.5-postgis-scripts
packages on your server.
Unfortunately, needing shp2pgsql is relatively common. If you install
postgis with --no-install-recommends, it's not too bad as it doesn't
pull in lots of other stuff.
