I have been trying to figure out why it happens, but didn't track it
down yet.

If I create a jessie chroot from debian's archive, then it does pull
in ant as part of the build-dep, but if I use my own rebuilt subset of
jessie, then it does not.  So something is different depending on which
packages are being used to fulfill the dependancies.

So some combination of packages will meet the listed dependancies but
not provide ant for some reason.

Adding the ant package explicity certainly seems like the simplest answer.
