Given that the source has been repacked, you need a +dfsg or +ds
version suffix.
I did not know this was a valid reason for rejecting a package.
Developers reference says 'should' and not 'must'.

I can't see it in https://ftp-master.debian.org/REJECT-FAQ.html or in
policy as well.
May be I'm missing something here? I have at least seen some packages
in archive which did not advertise repackaged source in version (don't
remember the names now). Does it mean they are RC bugs?
