Well, I think that's debatable. Having two separate source package for the sake of two additional codecs could also be considered as increased complexity. And if I understand it right, it's only libavcodec that needs to get rebuilt with a slightly different set of confflags, i.e. the ones that enable the codecs in question. These could be set to different values (i.e. different additional codecs) depending if the package is built for Debian or Ubuntu.
