My favourite approach would be to check out the actual packaging including the upstream sources from git.debian.org (e.g. via gbp-clone), check out the latest tag, and then compile and build the package using git-buildpackage.

complies with our policy. I see no reason to misuse NEWS for changelog.

I would not call it misuse, actually it's quite common practice. Look at both files, you will see that their content is the same. NEWS is just ChangeLog without the VCS noise.

However, this is not our main problem at the moment. ;)
