I have no idea either what is wrong. Can you provide the output from 'PREVLEVEL=2 debug=echo sh -x /etc/init.d/rc 3' on your system? It will do a dry-run of the runlevel switching from runlevel 2 to runlevel 3 with a lot of debug output.
