Well, considering that bootlogd was broken for years after udev was introduced and no-one cared enough about fixing it until I did a few years ago, I do not believe it is very important to have bootlogd available. When that I said I believe it is a useful tool (after all, I took the time to fix it and enable it on my systems). I believe it make sense to install it in the default setup, while still allowing it to be removed. Thus a recommend would be a good thing. Not quite sure which package that should recommend it.
