This looks like it might be an issue with initscripts, but it's not clear what the cause is. Which version of Debian are using. Your report indicated "testing", is this the case? Which version of initscripts are you using (dpkg -s initscripts)? Are you booting using a stock Debian kernel? Are you using an initramfs? Or do you boot directly from the root filesystem?
