The sysvinit-core package has several dependencies which are absent from
sysvinit, most notably initscripts and sysv-rc | file-rc. In the not
too distant future it should become possible to actually remove the
initscripts package, and without initscripts booting with
init=/lib/sysvinit/init will probably not give a functional system.

I'm not a sysvinit maintainer, but since there are none I'm
taking the liberty to close this bug report as invalid.

This is because the sysvinit package is a transitional package
for the upgrade from wheezy->jessie. It's purpose is to pull
in the new "init" meta-package. If you intend to actually
use sysvinit the package you're looking for is called sysvinit-core
since jessie.

A system which only has sysvinit (and not sysvinit-core) is
already non-functional when booted with init=/lib/sysvinit/init
since it'll be missing /etc/inittab.
I don't think what you're suggesting is good at all. It seems
you've completely missed reading

If anything the sysvinit transitional package should/could
be dropped since it's now served its purpose already.
Additional (sysvinit-specific) dependencies should definitely
not be added to it.
There's already been discussions about where to go here long
ago, but given the lack of maintainers nothing happened.
Please read up on previous discussions before suggesting
not very well thought through solutions.
