What happens if you restart dbus and that takes longer than 5 seconds?
What if you grant the permissions after the user has already logged in?

Checking once and then immediately exiting would imho less foolprof and
userfriendly.

So you trade robustness with a little bit of inconvenience (log messages
in .xsession-errors).

If you want to disable nm-applet from starting, you can simply do so via
the gnome-session-properties manager.
