After installing xfce4 (testing) and starting xfce4 as normal user the user is 
able to power-off the machine using the xfce4 GUI.

Architecture is ppc, maybe other architectures are affected, too.

PS: you might want to read xfce4-session README.Debian which explains
how to setup exactly that, which is already done in Squeeze default
install. Note that only local users are able to do that, not remote one
(or you have a consolekit issue which is not really Xfce related)
