At line 234 in Makefile
libgazeboplugin_la_LIBADD = -L/usr/local/lib -lplayercore -lltdl -lpthread -lplayererror   -lgazebo
i changed to:
libgazeboplugin_la_LIBADD = -L/usr/local/lib -L../libgazebo -lplayercore -lltdl -lpthread -lplayererror   -lgazebo

And now it's compiling...

I thinks this is a bug... and i don't know how to change Makefile.am  .ac configure.... etc to fix this, but changing Makefile worked to me
