That .cfg file is out of date.  Gazebo is now accessed through a  
single driver, called "gazebo". I haven't tried it myself, but I  
think that you can just replace all the "gz_*" options in gazebo.cfg  
with "gazebo".  Someone more familiar with Gazebo may be able to  
offer an up-to-date example .cfg file.
