The controller as plugins functionality was done by an occasional
contributor (thank you!). Making the plugins more generic is the right thing
to do and should be easy, if it is not done is just a matter of lack of
time.
Anyway, you should be able to make models without any need of modifying the
Gazebo core. If you can not, then something should be improved in Gazebo.
And in any way, contribute back changes, etc. Most patches get integrated...
