To propose another specific, I've always been happy with Matrox
devices.  Their drivers for Windows 9x are excellent.  Their drivers for
Windows NT are fair, and Matrox devices have always had excellent
support in XFree86. 

The XFree86 issue is especially relevent, because good support in XF86
means that good documentation of the hardware level is available (in the
XF86 sources if nowhere else).

Ultimately, however, one important deciding factor would be the
evaluation of the actual hardware interfaces in terms of their
suitability for efficient emulation/virtualization.
