For anyone inspired to implement a VGA bios emulation, here is a useful
reference:

I've only skimmed over this, but it appears to give VGA info, plus a useful,
if partial, VGA reference. Legal consideration: IIRC, VGA was
designed/developed by IBM, so any IP issues should probably be resolved with
them.
Note for all those confused by the ongoing debate:
Plex86 requires VGA BIOS emulation to display startup screens (e.g. for the
Win9x family) and for normal display for DOS-like OSes (if you can call DOS
an "OS"). It does not require a system BIOS.
