I believe WinCVS has an option to use Unix-style line endings on the 'Global'
options pane - does this not achieve the desired affect?

Hmm... I see no reason why a web-like server protocol couldn't be added to CVS,
but it would be a time-consuming modification.  I would suggest talking to your
firewall admin to get them to allow ssh outgoing connections, which they would
probably accept...  alternatively, you may be interested in this:
