I think this falls under the 'linking to GPL code' clause; a portion of the plex86 code has to run in kernel space (at least under Linux; Windows probably requires a similar thing, although I haven't looked too deeply into that area of the system), and that means one dynamically links GPL code with possibly-non-GPL code.
