I personally disagree, free engines and emulators could go to contribs.

But it seems that any software that *could cause any potential issue*
goes to plf repositories sooner or later anyway.

Optional copyrighted data files to use the software aren't packaged,
even in plf...
So, the description (or at least documentation) of the package should
make clear that the software is useless without additional data.
