Well...kinda. It's about really useful and important packages which have potential legal problems in certain jurisdictions. Think software patent infringement and really evil laws like DMCA / EUCD (which prohibit circumventing copy protection for legitimate reasons). It's not supposed to be simply a dumping ground for wholesale copyright infringment, I wouldn't say.
