I always assumed that the PLF version is build w/o the flag set to 1. There are a bunch of rpms available in the Fedora Forums that have been created for F8/9, which incorporate the Ubuntu Hardy changes alongwith a bunch of other stuff. The person supplying the rpms has also provided the src.rpm files for the same. I have been unable to install them as they have a dependency on some libpixman.so.2 file.
