In effetti cosi' non puo' funzionare per altri browser, perche' quello e' tutto un unico commento html. Per farlo funzionare per altri browser dovrebbe avere --> dopo l'!IE]> e <!-- prima di <![endif (vedi http://stackoverflow.com/a/10987492/747729). Pero' non credo che portal_javascript ti permetta di farlo.
