but they can see them by going to the url ?
I assume you have not set something strange here:
http://yoursite/@@navigation-controlpanel
(just to be sure: does it make any difference if you rebuild the catalog
manually...? and do you see any difference when you go to
/content/manage_propertiesForm and compare this to some content you enable the
workflow on manually ?).
