Although you changed the workflow: I dont think this means that the content is
published.
I think (not sure) that you will have to first change the workflow, and then
change the state to published. You can do this in code.
could you test that the workflow state is correct:

another wild guess:
If everything is correct, could it be something else, like that the content is
in another language and the logged in user use that language.?
Do the anon users see the content at http://somewhere/folder_contents ?
