I said it's at a state where it could be released and packaged with Plone. Not that it would a great cohesive document. However if we make commitment and put in the place the processes to release a copy of the manual with the next version of Plone it would make all the difference. We would have an official way to say, if your PLIP doesn't include updated documentation then it doesn't get merged. And I think the idea of an official role for someone who says that would also be needed.
