I think it would be a good idea to use our latest development release (5.7.1) since that is probably our highest quality and certainly most complete version (which, for example, does include the f95 interface and examples.) Version 5.7.1 features our new CMake-based build system which we would be using to integrate the build of your Ada interface and the Ada standard examples. Use the directions at (http://www.miscdebris.net/plplot_wiki/) to build PLplot from the 5.7.1 source tarball we have made available (at http://sourceforge.net/project/showfiles.php?group_id=2915). The reason why I think 5.7.1 is excellent quality (despite being a development release) is that our developers have tested it on Linux, Mac OS X, and a variety of windows platforms with no serious issues discovered. Furthermore, since the release we have had 500 downloads (still consistently averaging 20 per day), and so far there has only been one complaint about it which was the valid but non-code issue (since fixed) that we had not cut and pasted the most up-to-date build directions from our Wiki to the INSTALL file.
