Follow the build instructions in the wiki. The latest svn trunk version (scheduled to become the 5.8.0 final release shortly) is our current best version of PLplot. There are some fixes I put in there specifically in response to your first complete bug report. Those fixes were done after the 5.8.0 release candidate (5.8.0-RC1) was released so the latest svn version is even better than 5.8.0-RC1 (especially for the Cygwin platform).
