Follow the build instructions in the wiki. If you have some specific
questions about those, ask for clarification on this list, and hopefully
those developers with access to Cygwin will respond directly to you and also
with a wiki update.

ABS is the old, deprecated build system that is scheduled for removal just
after the forthcoming 5.8.0 release because nobody wants to bother to
maintain it any longer. In any case, the new CMake-based build system is
more powerful and much easier to maintain. So the CMake-based build system
mentioned in the wiki is the correct one to use.

The latest svn trunk version (scheduled to become the 5.8.0 final release
shortly) is our current best version of PLplot. There are some fixes I put
in there specifically in response to your first complete bug report. Those
fixes were done after the 5.8.0 release candidate (5.8.0-RC1) was released
so the latest svn version is even better than 5.8.0-RC1 (especially for the
Cygwin platform). All Cygwin reports for 5.8.0-RC1 or before should be
largely ignored because of those recent fixes.
