Good question.

This will be the first development release in a series that will come out
every few months or so leading up to the next stable release at some
unspecified date in the future (probably at minimum a year from our last
stable release [5.8.0] which occurred a few months ago).  In many ways the
distinction between our stable releases and development releases is fairly
artificial since most of the changes we do are additions (such as new
bindings) which do not disturb what worked before.  So we have no need for
feature freezes at the present time, and you are welcome to donate your work
to the PLplot software project (under the LGPL) whenever you feel ready.  Of
course, earlier in the series of development releases that lead up to the
stable release is better than later.

In sum, our release procedure is quite informal, but it seems to work OK for
us.
