I've been back and cross checked with plplot.h. The only common API functions missing from docs and examples are plhls, plrgb and plrgb1 which are depreciated according to the source. I've now marked these as such in plplot.h. The only two others missing are plot3dcl and plsurf3dl. These are closely related to plot3dc and plsurf3d so usage should be clear.
